Disadvantage Business Enterprise (DBE) Policy

GLPTC (CityBus) has established a Disadvantage Business Enterprise (DBE) Program in accordance with the regulations of the U. S. Department of Transportation (DOT), 49 CFR Part 26.

It is the policy of GLPTC to ensure that DBEs, as defined in part 26, have an equal opportunity to receive and participate in DOT-assisted contracts.

It is also our policy to comply with all parts of 49 CFR Part 26 to accomplish the following objectives:

  • To ensure nondiscrimination in the award and administration of DOT assisted contracts;
  • To create a level playing field on which DBEs can compete fairly for DOT assisted contracts;
  • To ensure that the DBE program is narrowly tailored in accordance with applicable law;
  • To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs;
  • To help remove barriers to the participation of DBEs in DOT assisted contracts; and
  • To determine available resources that can assist the development of firms that can compete successfully in the market place outside the DBE Program.

The GLPTC Controller, Arnold Becker, has been delegated as the DBE Liaison Officer.  In that capacity, the Controller is responsible for implementing all aspects of the DBE program.  Implementation of the DBE Program is accorded the same priority as compliance with all other legal obligations incurred by Greater Lafayette Public Transportation Corporation in its financial assistance agreements with the Department of Transportation.

The Greater Lafayette Public Transportation Corporation hereby announces its goals for procurement from Disadvantaged Business Enterprises (DBEs) for FTA-funded transportation programs for Federal Fiscal Year 2011.  The goal for FY 2011 is 2%.  The DBE documents are available for inspection between the hours of 8:00 am and 4:00 pm, Monday through Friday, for 45 days following the publication of this Notice.  Interested persons and qualified DBE firms interested in selling transit related parts, supplies, or services to CityBus should send a summary of services, brochures, catalogs and/or letters of interest stating the firm’s qualifications and areas of service to Mr. A. E. Becker, DBE Liaison officer, CityBus, 1250 Canal Road, Lafayette, IN  47904.
